Global Commission on the Stability of Cyberspace

The Global Commission on the Stability of Cyberspace was launched at the 2017 Munich Security Conference by the Foreign Minister of the Netherlands. It engages the full range of stakeholders to develop proposals for norms and policies to enhance international security and stability, and guide responsible state and non-state behavior in cyberspace. Chaired by Marina Kaljurand, former Foreign Minister of Estonia, and Co-Chairs Michael Chertoff, Former Secretary of the U.S. Department of Homeland Security, and Latha Reddy, former Deputy National Security Advisor of India, the Commission comprises 26 prominent Commissioners representing a wide range of geographic regions as well as government, industry, technical and civil society stakeholders with legitimacy to speak on different aspects of cyberspace. Each member is a recognized expert in technology, Internet governance, law, policy, security, diplomacy, or human rights. The GCSC is initiated by The Hague Centre for Strategic Studies (HCSS), which, together with the EastWest Institute constitute the GCSC Secretariat. It is sponsored by numerous partners and supporters, including the governments of the Netherlands, Singapore, France, Estonia, along with Microsoft, Internet Society, and others.
