The District Development Model (DDM) is an operational model for improving cooperative governance and giving effect to InterGovernmental Relations (IGR) in more practical terms. The National Department of Cooperative Governance (DCoG) of South Africa appointed the DBSA to support the strengthening of the capacity of the National Disaster Management Centre (NDMC) operations through the development of an enterprise level information management and decision support system and to implement short term Covid-19 intervention projects to strengthen water and sanitation support in vulnerable areas. The purpose of the system will be to seamlessly integrate multi-level and multi-sectoral planning processes, budget data and COVID-19 related data in order to determine appropriate and targeted responses to the pandemic thus addressing key infrastructure backlogs and economic recovery interventions.
