Paris Peace Forum Announces Program for June 13 Civil Society Conference on Two-State Solution, Peace and Regional Security

Paris, June 11, 2025 – With just days to go before the international community gathers in New York for the High-Level Conference on the Peaceful Resolution of the Palestinian Question (June 17–20), the Paris Peace Forum has unveiled the full program of its June 13 civil society conference, to be held at the Economic, Social and Environmental Council (CESE). Entitled Paris Call for the Two-State Solution, Peace and Regional Security,” the gathering will bring together hundreds of Israeli, Palestinian, regional, and international participants committed to peace, justice, and mutual recognition. 

In the face of rising violence and growing despair, the event offers a platform for civil society to speak with clarity and purpose. Activists, political leaders, diplomats, journalists, academics, entrepreneurs, and peacebuilders will converge in Paris to reaffirm the urgency of the two-state solution and propose concrete steps toward its implementation. Their shared objective is to first reaffirm the need for an immediate and permanent ceasefire, the release of all hostages, and the unconditional delivery of humanitarian aid commensurate with the needs of the people of Gaza. This must come with a credible longer-term path toward a two-state solution and the establishment of a viable Palestinian state, offering security guarantees for all, and regional integration. 

The day-long program will feature a wide range of public plenary sessions and thematic panels examining the political, geographic, security, and humanitarian dimensions of the conflict. Discussions will address the feasibility of the two-state outcome, the need for a new regional security architecture, the responsibilities of the international community, and the reconstruction of Gaza. In parallel, a second stage will host conversations on peace narratives, collective memory, media and education, youth engagement, and women’s leadership in peacebuilding. These public sessions will showcase the deep and diverse reservoir of civic expertise that exists across Israeli and Palestinian societies and beyond. 

In addition to the public proceedings, eight focused roundtable discussions will bring together technical experts and civil society representatives to develop detailed inputs for the UN High-Level Conference the following week. These closed-door meetings will align with the UN conference’s thematic working groups and will culminate in the drafting of a collective Paris Call—a formal civil society appeal for immediate recognition of the State of Palestine, a permanent ceasefire, the release of all hostages, and meaningful international support for those working to lay the foundations for peace. 

While the June 13 conference will serve as the central moment of mobilization, it is part of a broader movement taking shape in Paris that week. On June 12 and 14, a range of affiliated organizations will host additional events in venues across the city, contributing to a broader civic momentum and demonstrating the global reach and determination of those committed to peaceful coexistence and regional integration. 

The June 13 gathering is hosted by the Paris Peace Forum and organized in close partnership with several of the most active civil society coalitions working toward a just resolution to the Israeli-Palestinian conflict. These include the Alliance for Middle East Peace (ALLMEP), the Alliance for Two States, Forum 1325, Les Guerrières de la Paix, the International Peace Forum, and the Two-State Solution Coalition. Their collective presence and coordination underscore the growing convergence across diverse actors around the principles of mutual recognition, justice, and shared security. 

At a moment when official diplomacy is under strain and the stakes for peace have never been higher, the voices assembled in Paris represent a vital force for change. This conference will not only send a message of urgency—it will deliver a message of possibility.
