Paris Call

for the Two-State Solution, Peace and Regional Security

Responding to the call of the Israeli, Palestinian, and global populations for lasting peace in the Middle East, the Paris Peace Forum hosted a civil society event for the two-state solution, regional peace, and security in Paris on June 13, 2025, at the French Economic, Social and Environmental Council (CESE).

The event brought together influential actors from Israeli and Palestinian civil societies committed to promoting the two-state solution and a shared future based on mutual recognition, peace, and security for all. It concluded with the unveiling of The Paris Call for the Two-State Solution.

The Paris Call for the Two-State Solution

As the region is plagued by extreme violence, humanitarian catastrophe, hatred and injustice, and the two-state solution faces existential threats, it is time to act decisively. The gathering emphasized the urgency of an immediate and permanent ceasefire, the return of all hostages, and the resumption of humanitarian aid commensurate with the needs of civil society. The event also affirmed the importance of finding a path toward regional integration for Israel and the creation of a viable Palestinian state, with solid security guarantees for both Israelis and Palestinians.

The event was a platform for hundreds of active and influential figures from both societies to launch a call to action to the international community in preparation for the High-Level International Conference for the Peaceful Settlement of the Palestinian Question and the Implementation of the Two-State Solution, co-chaired by France and Saudi Arabia (United Nations, New York).

It was also in the same spirit as the ongoing work of the French Government and the European Union’s institutions, which are more committed than ever to peace in the Middle East and to the two-state solution. The French Presidency and the French Government have reiterated this commitment on several occasions, and the conference organized by the Paris Peace Forum aimed to support these objectives in order to fuel discussions between states in more formal settings, at the United Nations and elsewhere.
